王正廷博士從大英帝國收回威海衛 中華扶輪史研究員 劉敬恒 / 2016年10月1日 山東省威海市，海濱路，三角花園，「收回威海衛紀念塔」巍然聳立。漢白玉塔身上，鎏金的魏碑 體銘文左側，題寫人的款識赫然在目 –「王正廷」。威海衛為大英帝國於1898年在大清帝國山東省建 立的租借地，威海衛的發展模式不同於割讓地香港。英國佔據此地的主要目的，是制衡俄羅斯帝國佔領 關東州（旅順口、大連地區）的影響；此地主要用作英國皇家海軍訓練基地及休養地。1930 年 4 月 18 日，中華民國與英國訂立《中英交收威海衛專約及英國租借劉公島協定》(Convention between His Majesty and the President of the National Government of the Republic of China for the Rendition of Weihaiwei and Agreement regarding certain Facilities for His Majesty’s Navy after Rendition)；同年 10 月 1 日，中華民國政府收回威海衛大部分土地。唯劉公島仍然為大英帝國海軍續租十年，直至 1940 年撤退。王正廷博士是收回威海衛的全權代表，題寫了《收回威海衛紀念塔》。威海人民把他的大名銘 刻於塔上，以示紀念。 王正廷博士(Dr. Chengting…
