The 4th Global Mandarin Development Conference (GMDC) was held on January 7, 2023, at the Rotary Guangyao Hall in the Qiliwan Bubble Tea Culture Museum, Su’ao Township, Yilan County, Taiwan. Nearly 100 Rotary members from Mandarin-speaking clubs in Taiwan, Southeast Asia, and beyond, along with invited Japanese members, attended. Former Rotary International President Gary Huang highlighted his efforts since 2015 to make Traditional Chinese an official Rotary language, resulting in over 50 Mandarin clubs worldwide. The conference featured presentations on innovative club models, international service projects, and strategies to strengthen Mandarin and Rotaract clubs. Leaders from Malaysia, Thailand, Cambodia, Myanmar, and Taiwan shared updates on activities and global grant-supported collaborations. The event underscored the importance of interclub connections to boost membership and community engagement. The GMDC flag was passed to Thailand’s District 3350, which will host the 5th GMDC.

A 4ª Conferência Global de Desenvolvimento do Mandarim (GMDC) foi realizada em 7 de janeiro de 2023, no Rotary Guangyao Hall, no Museu da Cultura do Chá Bubble Qiliwan, no município de Su’ao, condado de Yilan, Taiwan. Cerca de 100 membros do Rotary de clubes de língua mandarim em Taiwan, Sudeste Asiático e outras regiões, juntamente com membros japoneses convidados, participaram. O ex-presidente internacional do Rotary, Gary Huang, destacou seus esforços desde 2015 para tornar o chinês tradicional uma língua oficial do Rotary, resultando em mais de 50 clubes de mandarim no mundo. A conferência apresentou novos modelos de clubes, projetos de serviço internacional e estratégias para fortalecer clubes de mandarim e Rotaract. Líderes da Malásia, Tailândia, Camboja, Myanmar e Taiwan compartilharam atualizações sobre atividades e colaborações apoiadas por subsídios globais. O evento ressaltou a importância das conexões entre clubes para aumentar o quadro e o engajamento comunitário. A bandeira do GMDC foi passada ao Distrito 3350 da Tailândia, que sediará o 5º GMDC.

第四届全球扶轮华文社发展峰会（GMDC）于2023年1月7日在台湾宜兰县苏澳乡七里的“扶轮光耀厅”及气泡饮文化馆举办。近百位来自台湾、东南亚及其他地区的华文扶轮社会员，以及受邀的日本会员参加。前扶轮国际会长黄士贤回顾自2015年推动将繁体中文纳为扶轮官方语之一，促成全球超过50个华文扶轮社的成立。会议包括新型扶轮社模式、国际服务项目及加强华文及扶轮青年社的策略介绍。马来西亚、泰国、柬埔寨、缅甸及台湾区领导分享了本地活动与全球基金支持的合作成果。大会强调扶轮社间的连结以提升会员及社区服务。最后，GMDC会旗移交给泰国第3350区，将承接举办第五届峰会。
