Dr. The Honorable Dato Seri Paduka Sir Ti-Liang Yang (1929–2023) was a pioneering Hong Kong jurist and community leader. Educated in law at Soochow University and University College London, he became the first ethnic Chinese Chief Justice of Hong Kong’s Supreme Court from 1988 to 1996. Yang played a key role in preparing the judiciary for the 1997 sovereignty handover. As the 49th President of the Rotary Club of Hong Kong (1983–1984), he also led the Hong Kong Red Cross as Chairman (1998–2012) and President (2012–2018), overseeing its transition post-handover. Dedicated to youth welfare, he presided over the Scout Association of Hong Kong (1988–1998) and contributed to higher education governance. Yang’s distinguished service earned him multiple honorary degrees, a knighthood, and the Grand Bauhinia Medal, reflecting his profound impact on Hong Kong’s legal, educational, and social sectors.
