Admiral Shen Hung-Lieh (1882–1969) was a distinguished naval commander and political leader in the Republic of China. Trained at the Imperial Japanese Naval Academy, he served as Commander-in-Chief of the Republic’s Naval Headquarters from 1927 to 1933 and founded the Northeast Sea Defense Squadron. He played a key role during the Warlord Era by organizing naval defenses in Manchuria under warlord Chang Tso-Lin and later his son Chang Hsueh-Liang, contributing to repelling Soviet naval attacks in 1929. Shen was appointed Mayor of Tsingtao (Qingdao) from 1931 to 1945, where he implemented extensive urban modernization, promoted education, and strengthened Chinese sovereignty amid Japanese encroachments. He was a founding member of the Tsingtao Rotary Club in 1932. During the Second Sino-Japanese War, Shen organized guerrilla resistance in Shantung after Japanese occupation in 1938 and served as Governor of Shantung Province until 1941. Later, he held posts including Minister of Agriculture and Governor of Chekiang Province. After 1949, Shen relocated to Taiwan, advising the government until his death. His legacy blends naval innovation, provincial governance, and resistance leadership during critical phases of modern Chinese history.
