Dr. The Honourable Wong Po-Yan (1923–2019) was a prominent Hong Kong industrialist and public servant known as the “King of Plastics” for founding United Oversea Enterprises Ltd. in 1958, which advanced Hong Kong’s plastics industry. He was the first Chairman of the Airport Authority Hong Kong (1995–1999), overseeing the timely completion and opening of the Hong Kong International Airport at Chek Lap Kok in 1998. Wong contributed to Hong Kong’s constitutional framework as a member of the Basic Law Drafting Committee (1985–1990) and Deputy Director of the Basic Law Committee (1997–2006), playing a vital role in the 1997 sovereignty transition. He served on the Legislative Council from 1979 to 1988 and received the Grand Bauhinia Medal in 1998. Wong’s legacy includes leadership in industry, governance, and education, notably supporting Hong Kong Baptist University, marking significant contributions to Hong Kong’s economic and civic development.
