Dr. Raymond Wu Wai Yung (1937–2006) was a prominent cardiologist and community leader in Hong Kong who served as the first Chairman of the New Life Psychiatric Rehabilitation Association from 1966 until his death. He led efforts in community-based psychiatric rehabilitation, helping reintegrate those recovering from mental illness into society and work. Dr. Wu played a key role in Hong Kong’s political transition, serving on the Hong Kong Basic Law Drafting Committee (1985–1997), the Preparatory Committee for the HKSAR, and as Deputy to the 9th and 10th National People’s Congresses. In 2002, he became the first Chairman of the Community Investment and Inclusion Fund to promote social cohesion. His contributions were recognized with the OBE in 1983 and the Gold Bauhinia Star in 2001. Dr. Wu passed away from blood cancer on 3 October 2006, leaving a lasting impact on Hong Kong’s medical, social, and political development.
