The Honourable Charles Edward Michael Terry (1897–1980) was a key figure in Hong Kong’s public service and Rotary history. He began as Assistant General Manager of the Hong Kong & Kowloon Wharf and Godown Co., Ltd. and joined the Rotary Club of Hong Kong in the early 1930s. During World War II, he served as Chief Air Raid Warden for Kowloon, New Kowloon, and the New Territories. In 1951, Governor Sir Alexander Grantham appointed him the founding Commissioner of the Civil Aid Service (CAS), which he led until 1967. CAS, modeled after UK agencies, grew to about 10,000 members and provided emergency services including search and rescue and air raid defense. Terry was an Unofficial Member of Hong Kong’s Legislative Council (1950–1959) and Executive Council (1956–1961), chaired the Hong Kong Council of the Order of St. John (1963–1971), and earned honors such as OBE (1955) and CBE (1959). He died in Queensland, Australia, in 1980.
