Hugh Moss Gerald Forsgate (1919–2001) was a British-born businessman and public servant who played a significant role in Hong Kong’s sports and transportation development. Appointed by Governor Sir Edward Youde, Forsgate became the first Chairman of the Kowloon-Canton Railway Corporation (KCRC) from 1982 to 1990, overseeing its transformation into a commercially oriented organization, including railway electrification and the introduction of the Light Rail Transit in the New Territories. He served on Hong Kong’s Urban Council from 1965 to 1991, including five years as chairman. As a sports pioneer, Forsgate captained the Hong Kong Football Club rugby team in the 1950s, led the Hong Kong Rugby Football Union (1977–2000), and helped found the Hong Kong Sevens tournament. Honored with OBE and CBE for his service, he was posthumously inducted into the Hong Kong Rugby Hall of Fame in 2014. His Chinese name is 霍士傑 and he is associated with Kowloon (九龍).
