Its roots trace back to 1914 wartime volunteer units, evolving through significant events including World Wars, post-war unrest, and the 1967 riots. It was granted the “Royal” title in 1969, which was removed after the 1997 handover. Three notable Rotarians served as commandants: Ts’o Seen-Wan (Honorary Commissioner, 1920–1939), Archibald John Chan Tai-Wing (1987–1996), and Peter Chau Cham-Chiu (1996–2001). Their leadership was pivotal in the Force’s growth and integration with regular police. Today, the HKAPF comprises about 3,400 part-time officers from varied civilian backgrounds, continuing its vital role in Hong Kong’s public safety.
