Sir Andrew Caldecott (1884–1951) was a distinguished British colonial administrator and past Rotary Club President of Kuala Lumpur (1929–1930). He served in the Federated Malay States civil service from 1907, holding various senior posts before becoming Governor of Hong Kong from 1935 to 1937 and subsequently Governor of Ceylon from 1937 to 1944. Caldecott was instrumental in founding the Rotary Club of Kuala Lumpur, influencing the establishment of the Rotary Club of Hong Kong. As Hong Kong’s 19th Governor, he promoted social reforms including the regulation of the mui tsai system and a localization policy increasing Chinese civil service representation, and oversaw major projects like the opening of Queen Mary Hospital and the Jubilee Reservoir. During his Ceylon governorship, he supported constitutional reforms and managed wartime administration, collaborating closely with military leaders. Post-retirement, he advocated for unified colonial administration. Besides governance, Caldecott was a fantasy author and composer, remembered through places named after him in Hong Kong and Singapore.

Serviu no serviço civil dos Estados Federados da Malásia desde 1907, assumindo diversos cargos seniores antes de se tornar Governador de Hong Kong de 1935 a 1937 e, posteriormente, Governador do Ceilão de 1937 a 1944. Caldecott foi fundamental para a fundação do Rotary Club de Kuala Lumpur, influenciando a criação do Rotary Club de Hong Kong. Como 19º Governador de Hong Kong, promoveu reformas sociais, incluindo a regulamentação do sistema mui tsai e uma política de localização que aumentou a representação chinesa no serviço público, além de supervisionar projetos importantes como a inauguração do Hospital Queen Mary e do Reservatório Jubilee. Durante sua gestão no Ceilão, apoiou reformas constitucionais e administrou a ilha durante a guerra, colaborando estreitamente com líderes militares.
