Dr. The Honourable Sir Robert Hormus Kotewall (1880–1949) was a distinguished Hong Kong Chinese-Parsee civil servant, businessman, and legislator. Educated locally, he started government service at 16, rising to senior posts before leaving in 1916 to found a trading firm and join major company boards. Kotewall served as an unofficial member of Hong Kong’s Legislative Council (1923–1935) and as Senior Chinese Unofficial Member of the Executive Council (1936–1941). He played a key role in resolving the 1925–26 Hong Kong–Guangdong strike. A bilingual scholar and patron, he supported education and cultural institutions, including the University of Hong Kong. Although he cooperated with the Japanese occupiers during World War II under duress, he was later cleared by the British. Knighted in 1938, his legacy endures in memorials like Kotewall Road and archival collections.
