Dr. The Honourable Sir Robert Hormus Kotewall (1880–1949) was a distinguished Eurasian civil servant, businessman, and legislator in colonial Hong Kong. Educated at Diocesan Boys’ School and Queen’s College, he advanced from a junior clerk to senior government roles usually reserved for Europeans, including chief clerk of the Colonial Secretariat. In 1916, he founded R. H. Kotewall & Co. and became a director of major companies. He served as an Unofficial Member of the Legislative Council (1923-1935) and as Senior Chinese Unofficial Member of the Executive Council (1936-1941). Kotewall was instrumental during the 1925-26 Hong Kong–Guangdong strike, securing a £3 million British trade loan and coordinating counter-propaganda. A promoter of Confucian social harmony, he supported education and cultural institutions like the University of Hong Kong. During Japanese occupation, he cooperated to protect the Chinese community, which led to postwar suspicion but was cleared of collaboration in 1946. He retired due to ill health and passed away in 1949. His archives are preserved at the University of Hong Kong and Hong Kong Central Library.
