Reverend Dr. Andrew Ben Loo (盧祺沃), born in 1913 in Shunde County, Guangdong Province, served as Rotary International District 345’s ninth district governor from 1968 to 1969, overseeing Taiwan, Hong Kong, and Macau. Educated in China and the U.S., he earned doctorates in theology and music education from Columbia University and Eastern University. Loo worked as music director at Peking Yuying Middle School and pastor in Chinese churches in major U.S. cities. After moving to Taiwan in 1949, he became a professor at Chung Yuan Institute of Technology, director of the Bible Society, chairman of the Evangelical Fellowship, and pastor at Shilin Kaige Church in Taipei. He was also a correspondent for the American magazine Action Monthly. In 1959, Loo co-founded the Taipei North District Rotary Club and later served as District Governor.

Educado na China e nos Estados Unidos, obteve doutorados em teologia e educação musical na Columbia University e na Eastern University. Trabalhou como diretor musical na Peking Yuying Middle School e como pastor em igrejas chinesas em grandes cidades dos EUA. Após se mudar para Taiwan em 1949, foi professor no Chung Yuan Institute of Technology, diretor da Bíblia Society, presidente da Evangelical Fellowship e pastor na igreja Shilin Kaige em Taipei. Também foi correspondente da revista americana Action Monthly. Em 1959, cofundou o Rotary Club Taipei North District e posteriormente foi governador de distrito.
盧祺沃牧师博士(1913年生),广东顺德人,曾于1968年至1969年担任国际扶轮345区第九任区长,该区涵盖台湾、香港和澳门。他在中国和美国接受教育,获得哥伦比亚大学和费城东部大学的神学与音乐教育博士学位。盧祺沃曾任北京育英中学校长及美国波士顿、芝加哥、旧金山和纽约市华人教会牧师。1949年迁居台湾后,他成为中原工学院教授、圣经协会主任、福音联盟主席及台北士林凯歌教会牧师,还是美国《行动月刊》驻台记者。1959年,他共同创立台北北区扶轮社,后任扶轮国际区长。
