The first two Chinese judges of the International Court of Justice (ICJ) were Dr. Hsu Mo and Dr. V. K. Wellington Koo, both distinguished Rotarians from the Republic of China. Hsu Mo, a charter member and president of the Nanking Rotary Club, participated in drafting the ICJ Statute in 1945 and served on the Court from 1946 until his death in 1956. Afterward, Koo, an honorary member of the Shanghai Rotary Club and a seasoned diplomat, served from 1957 to 1967 and was ICJ Vice-President from 1964 to 1967. The ICJ, established in 1945 as the UN’s primary judicial body, settles international disputes. Hsu and Koo both had notable diplomatic careers: Hsu was Deputy Foreign Minister and ambassador, while Koo played vital roles in major diplomatic conferences, including the 1919 Paris Peace Conference. Their contributions marked a pioneering Chinese role in international law and diplomacy during a challenging historical period.
