Dr. Hsu Mo (1893–1956) and Dr. V. K. Wellington Koo (1888–1985) were pioneering Chinese diplomats who served as the first Chinese judges at the International Court of Justice (ICJ) in The Hague. Hsu Mo, a founding member and president (1935–1936) of the Nanking Rotary Club, helped draft the ICJ Statute in 1945 and served as an ICJ judge from 1946 until his death in 1956. Renowned for his legal expertise and fairness, Hsu advanced China’s foreign service and legal education. After his death, Koo, a Rotary honorary member and key diplomat at major events such as the 1919 Paris Peace Conference and United Nations founding in 1945, served as ICJ judge (1957–1967) and Vice-President (1964–1967). Both exemplify China’s active role in international law and diplomacy in the mid-20th century.
