Dr. Min-Ch’ien T. Z. Tyau (刁敏謙, 1888–1970) was a distinguished scholar, journalist, lawyer, and diplomat of the Republic of China. Born in Guangdong, he was educated in Honolulu, Shanghai’s St. John’s University, and the University of London, where he earned an LL.D. in international law. Tyau taught at Tsing Hua College in Peking and edited the English-language newspaper Peking Leader. He served as Secretary to the Chinese delegation at the 1921–22 Washington Naval Conference, a key early 20th-century disarmament meeting involving prominent Rotarians like U.S. President Warren G. Harding and Dr. V. K. Wellington Koo (顧維鈞). Tyau was a charter member of the Peking Rotary Club (1924) and contributed significantly to Sino-foreign treaty negotiations and diplomatic efforts during the Republican era. He refused collaboration with the Japanese puppet regime during World War II, fled to Hong Kong to engage in anti-Japanese work, and later taught diplomacy at St. John’s University in Shanghai until his retirement in 1952. Tyau remains a significant figure in the history of Rotary and international law in China.

Natural de Guangdong, foi educado em Honolulu, na St. John’s University de Xangai e na Universidade de Londres, onde obteve um LL.D. em direito internacional. Tyau lecionou no Tsing Hua College em Pequim e editou o jornal em inglês Peking Leader. Atuou como secretário da delegação chinesa na Conferência Naval de Washington de 1921-22, uma importante reunião de desarmamento do início do século XX que envolveu destacados rotarianos como o presidente americano Warren G. 刁敏謙博士（1888–1970）是中华民国著名的学者、记者、律师和外交官。出生于广东，先后在檀香山、上海圣约翰大学及伦敦大学接受教育，获得国际法博士学位。他曾在北京清华学堂讲授国际法，并担任英文报纸《北京导报》主编。1921至1922年，刁博士任中国代表团秘书，参加了由扶轮社会员美国总统沃伦·哈定和顾维钧博士（顧維鈞）等主持的华盛顿海军会议，这是20世纪早期的重要裁军会议。刁敏谦是北京扶轮社1924年创始会员，他积极参与中外条约谈判及民国时期多项外交工作。二战期间，他拒绝与汪精卫伪政权合作，逃往香港从事抗日活动，战后回上海圣约翰大学任教直至1952年退休。刁敏谦在中国扶轮社历史及国际法领域具有重要地位。
