Chang Tao-Fan (1897–1968) was a prominent Chinese politician, artist, and playwright linked to the Kuomintang (KMT). Born in Guizhou, he studied fine arts in London and Paris before joining the KMT in the 1920s. Chang held key government roles including Deputy Minister of Communications, Deputy Minister of Education, and Director of the KMT Central Propaganda Department during the Sino-Japanese War. He contributed to cultural policy by promoting traditional Chinese arts and anti-communist literature, founding the China Literature and Arts Association in Taiwan. After moving to Taipei with the ROC government in 1949, he served as President of the Legislative Yuan from 1952 to 1961. Chang also led influential media outlets such as the China Daily News and China Broadcasting Corporation. His legacy reflects efforts to preserve culture amid political upheaval, alongside controversies over censorship and KMT ideological control.
