In 1999, re-establishing a Rotary Club chapter in Shanghai encountered unexpected resistance from local authorities. The Shanghai Municipal Government issued vague warnings against formalizing the club, possibly due to Rotary’s associations with Taipei or confusion with the similarly named banned Falun Gong group. Despite Rotary’s established presence in Shanghai since 1919 and its apolitical, charitable purpose, officials blocked official meetings, including during a visit by the Rotary Club of Seattle, the original founder. Attempts to clarify the situation with local authorities and Rotary International in Evanston, Illinois, failed. Unofficial Rotary activities continued mainly among expatriates. This conflict reflected broader political sensitivities and cross-strait tensions, with authorities wary of perceived political and religious links. Organizers expressed regret over the barriers to Rotary’s community service efforts in Shanghai.
