Paul Horng (洪博彥) from Taichung Northwest Rotary Club (Districts 3460/3462) has dedicated over 40 years to Rotary with uninterrupted perfect attendance since 1976. Serving as club president in 1984, he initiated international community service by supporting water projects in the Philippines, sparking a lifelong commitment to global humanitarian work. Over 20 years, he led more than 20 projects across Asia involving clean water, medical aid, disaster relief, and vocational training, utilizing Rotary Foundation grants to enhance impact. By 2024, he became the first in District 3462 to donate $1 million cumulatively to the AKS Foundation Circle. His leadership roles include secretary, district governor, and Rotary International representative.
