From 1883 to 1999, Rotarians significantly contributed to the governance of British Crown Colony Hong Kong by serving on the Sanitary Board, Urban Council, and Regional Council. The Sanitary Board, established in 1883 to oversee public health, evolved into the Urban Council in 1936, managing municipal services including sanitation, markets, and cultural institutions. Partial elections began in 1887, with voter eligibility gradually expanding until universal adult suffrage was introduced in 1994. After World War II, the Council resumed operations with increasing financial independence and public membership. The Regional Council was established in 1986 to administer the New Territories, complementing the Urban Council’s services on Hong Kong Island and Kowloon. Both councils were dissolved in 1999 after the 1997 sovereignty handover, with their roles taken over by government departments. Throughout this period, many Rotarians served as appointed or elected members and leaders, playing a pivotal role in Hong Kong’s civic and cultural development over more than a century.

O Sanitary Board, criado em 1883 para supervisionar a saúde pública, evoluiu para o Urban Council em 1936, gerenciando serviços municipais, incluindo saneamento, mercados e instituições culturais. As eleições parciais começaram em 1887, com a elegibilidade do eleitor expandindo gradualmente até a introdução do sufrágio universal em 1994.
