Admiral Tsai Ting-Kan (蔡廷幹, 1861–1935) from Guangdong was the first Chinese president of a Rotary Club, leading the Peking Rotary Club founded in 1924. After the Rotary Clubs in Shanghai (1919) and Tianjin (1923), Peking’s club became the third Rotary in Republican China, officially chartered on August 30, 1924, with 22 founding members including eight Chinese. Tsai, then Director General of the Customs Revenue Council under the Beiyang Government, was elected charter president, marking a milestone in Rotary history. Educated in China and the U.S. via the Chinese Educational Mission, including studies at Columbia College, he trained in naval warfare and engineering. Tsai served with distinction in the Qing Navy’s Beiyang Fleet during the First Sino-Japanese War, commanding torpedo boats. His leadership combined naval service and civic engagement, illustrating his significant role in early 20th-century China.
