Dr. Hsu Shu-Hsi (1892–1982) was a prominent Republic of China diplomat, scholar, and academic specializing in international law and China’s foreign relations. Educated at the University of Hong Kong and Columbia University (PhD, 1925), he taught at Yenching University before government service in the 1940s. Hsu authored key works on China’s territorial integrity, including “China and Her Political Entity” (1926) and “Essays on the Manchurian Problem” (1932). He was a legal adviser during the Manchurian Crisis and co-compiled the “Documents of the Nanking Safety Zone” (1939), recording Japanese military atrocities. From 1948 to 1961, Hsu represented the Republic of China at the United Nations International Law Commission. He also served as ambassador to Peru, Bolivia, and Canada, advocating Chinese sovereignty and international law amid post-WWII geopolitical challenges.
