Norman Garner Rolph (1921–1992), OStJ, QPM, CPM, served Hong Kong’s public safety and community development with distinction. Joining the Hong Kong Police Force in 1946, he advanced to Deputy Commissioner before retiring in 1972. That year, Rolph became Hong Kong’s first Commissioner for Narcotics (1972–1975), spearheading collaboration between government and NGOs to combat drug trafficking and aid rehabilitation. A community leader, he founded the Rotary Club of Kowloon North (盧樂夫(九龍北區)) in 1964 and was its inaugural president. Under his leadership, the club created the Tsuen Wan Children’s Playground in 1965, its first major community service project. Rolph also served as the 8th Commissioner of the Hong Kong St. John Ambulance Brigade (1963–1966). His work during the British colonial period earned him the Queen’s Police Medal and Colonial Police Medal, reflecting his lasting impact on public safety, health, and civic service in Hong Kong.
