Dr. Xu Guo-Mao (徐國懋, 1906–1994) was a pioneering Chinese banker, scholar, and social activist who rose from humble beginnings as a boatman’s son in Jiangsu Province to achieve a PhD in political science from Johns Hopkins University in 1932. After returning to China, he served in academia and government before joining the private Kincheng Bank (金城銀行), where he became general manager and played a vital role in stabilizing wartime finance during the Sino-Japanese War. In 1948, he joined the short-lived Shanghai West Rotary Club (滬西扶輪社), one of its last 22 members before its termination in 1952 due to geopolitical tensions. Xu chose to remain in Shanghai rather than relocating to Taiwan or Hong Kong after 1949, later holding key positions in the Chinese People’s Political Consultative Conference and the Revolutionary Committee of the Chinese Kuomintang. He authored important financial histories and was active in political and social affairs until his death in 1994, leaving a legacy of loyalty, integrity, and dedication to China’s modernization.
