Dr. Reignson C. Chen (陳長桐, 1896–1983) was a prominent Chinese financial and diplomatic leader. He served as President of the Taipei Rotary Club (臺北扶輪社) from 1953 to 1954, a club founded in 1948 and part of Rotary International District 345 (1960–1987). Chen was Managing Director and General Manager of Bank of China in Taiwan (1952–1960) and headed the China Insurance Company. During World War II, he managed U.S. Lend-Lease supplies in Burma, earning the U.S. Medal of Freedom. From 1960 to 1972, he acted as Executive Director for the Republic of China at the World Bank Group, representing ROC and other East Asian countries. Chen was instrumental in securing funding for infrastructure and agricultural projects in East Asia, notably South Korean irrigation loans. A Tsinghua College graduate and Phi Beta Kappa member, he was also an early leader in the 1919 May Fourth Movement. He retired and lived in Bethesda, Maryland, USA.

Foi presidente do Rotary Club de Taipei (臺北扶輪社) entre 1953 e 1954, clube fundado em 1948 e integrante do Distrito 345 do Rotary International (1960–1987). Chen foi Diretor Administrativo e Gerente Geral do Banco da China em Taiwan (1952–1960) e liderou a China Insurance Company. Durante a Segunda Guerra Mundial, gerenciou os suprimentos Lend-Lease dos EUA na Birmânia, recebendo a Medalha da Liberdade dos EUA. De 1960 a 1972, atuou como Diretor Executivo da República da China no Grupo do Banco Mundial, representando a ROC e outros países do Leste Asiático. Chen foi fundamental para a obtenção de financiamentos para projetos de infraestrutura e agricultura na Ásia Oriental, destacando-se pelos empréstimos para irrigação na Coreia do Sul.
