Dr. Koo Chen-Fu (辜振甫, 1917–2005) was a prominent Taiwanese businessman, diplomat, and cultural figure. A founding member and the second president of the Rotary Club of Taipei West (台北西區扶輪社), he chaired the Taiwan Cement Corporation and led the Koos Group, a major industrial conglomerate. Koo was the inaugural chairman of the Straits Exchange Foundation (SEF) from 1990 until his death, facilitating the first direct semi-official talks between Taiwan and China since 1949—known as the 1993 and 1998 Koo-Wang Talks—with Wang Daohan (汪道涵). He also served as Taiwan’s special envoy to multiple APEC summits in the 1990s, enabling Taiwan’s international representation under complex political conditions. A cultural patron and film producer, Koo contributed to Taiwanese cinema and traditional arts. His pragmatic diplomacy laid the groundwork for cross-strait dialogue and economic exchanges amid political tensions, leaving a lasting legacy in Taiwan’s industrial and political history.
