Chang Shen-Fu (Taipei) 張申福 (臺北)

Chang Shen-Fu (1908–?) was a notable Taiwanese customs official and Rotary International leader. Born in Jiangdu County, Jiangsu Province, he graduated from Beiping Taxation College in 1929. He held various customs positions throughout China and led customs administration in Taiwan after World War II. Between 1960 and 1964, Chang served as Director of the General Taxation Department of the Republic of China Customs. He was a key figure in Rotary International in the region, founding the Chinese Rotary quarterly magazine in 1960 and serving as its editor-in-chief. He served as president of the Rotary Club of Taipei (1957–1958) and was the third director of Rotary District 345 (1962–1963), which included Taiwan, Hong Kong, and Macau. Chang also contributed to government advisory committees and managed the Republic of China Aviation Industry Development Center from 1967. Additionally, he led sports and technical cooperation organizations in Taiwan.
