The Honourable Peter Chan Chi-Kwan (1936–2017) was a distinguished Hong Kong barrister and public servant of Cantonese descent. Educated in Hong Kong, Melbourne University, and the Middle Temple in London, he co-founded and was Honorary President of the Hong Kong Civic Association. Chan served on the Hong Kong Urban Council from 1969 to 1991 and the Kowloon City District Board. He advised the Hong Kong Federation of Trade Unions, New Territories Heung Yee Kuk, and Cheung Chau Rural Committee. A community leader, he held key roles in the Rotary Club of New Territories and the King’s College Old Boys’ Association Primary School No. 2. Appointed to the Consultative Committee for the Hong Kong Basic Law in 1985, Chan also served on the Guangdong Provincial Committee of the Chinese People’s Political Consultative Conference. He was awarded the Queen Elizabeth II Silver Jubilee Medal in 1977. Chan passed away in 2017 due to acute pneumonia, aged 81.
