Lieutenant Leonard Charles Fenton Bellamy (1884–1964) was a British electrical engineer and tramway manager who significantly contributed to Hong Kong’s transportation and civic life. He served as the first English Secretary (1930–1932) and later President (1939–1940) of the Rotary Club of Hong Kong, established in 1930 with Rotary International’s support. Born in England to a tramway engineer, Bellamy advanced to become General Manager of Hong Kong Tramways Ltd. in 1924, managing the city’s growing electric tram network. He was also active in youth development as a Boy Scouts Association council member in Hong Kong. During the Japanese occupation in World War II, Bellamy maintained limited tram operations. After the war, he returned to England to continue his engineering career until his death. He was awarded the Military Cross for bravery in World War I.
