Shanghai Rotary Club Beggars Town Project 1940

In 1940, the Shanghai Rotary Club partnered with the Shanghai Municipal Council and the Salvation Army to tackle homelessness and begging, worsened by war and economic hardship. They established the Beggars Home to “Receive, Reform, Regenerate, Restore” displaced individuals. Following the 1932 Japanese attack and the 1937 outbreak of the Second Sino-Japanese War, Shanghai—then the world’s fifth largest city—suffered massive destruction and social turmoil, forcing hundreds of thousands into destitution. The International Settlement provided some refuge, but many refugees lived in extreme poverty. The project aimed to remove beggars from the streets by providing shelter and vocational training to help reintegrate them into society.
