Huang Hui (1903–), known as “Hydro” Huang among Taipei Rotarians, served as president of the Taiwan Power Company (TAIPOWER) from 1950 to 1962. Born in Fujian Province, China, he studied electrical engineering at Shanghai’s Chiao Tung University and earned a master’s at Cornell University. After working in the U.S. and Europe, he returned to serve the Republic of China government. Post-World War II, Huang led the restoration and expansion of Taiwan’s power infrastructure, replacing former Japanese operators. Under his leadership, TAIPOWER constructed major hydroelectric projects including the Wu-Sheh Dam and innovative dams on the Ta-chia and Tan-shui rivers, such as the Ta-chia thin-arch dam and Shihmen Dam, with partial U.S. funding. His efforts were vital to Taiwan’s industrial growth. Huang was also active in engineering societies and civic groups, demonstrating commitment to professional progress and community service.
