Dr. Fong Foo-Sec (1869–1938), originally from Guangdong, was a pioneering figure in Rotary International’s history in China. He joined the Shanghai Rotary Club in 1922 and became the first Chinese director of Rotary International in 1933–1934. Starting as a 13-year-old immigrant working in the United States, Fong earned degrees from Pomona College, UC Berkeley, and Columbia University. Returning to China, he was awarded the Qing Emperor’s “Chin Shih” title, comparable to a Doctor of Literature, and made significant contributions as editor-in-chief of the Commercial Press and as an educator. He was deeply involved in numerous social and educational organizations, including the Y.M.C.A. and the Institution for the Chinese Blind. Dr. Fong’s life exemplified dedication to education, social service, and international goodwill, and he served in various leadership roles in Rotary until his death in office in 1938. His legacy symbolizes the integration of Western and Chinese cultural and educational advances during a pivotal era in China.
