The first director (1960-1961) was Guo Keti of the Rotary Club of Taipei, and the second director (1961-1962) was Feng Bingfen of the Rotary Club of Hong Kong. Zhang Shenfu was born in Jiangdu County, Jiangsu Province in the thirty-fourth year of Guangxu in the Qing Dynasty (1908). In the eighteenth year of the Republic of China (1929), he graduated from Beiping Taxation College, and has worked in Zhenjiang, Wanxian, Shanghai, Ningbo, Xi’an, and Chongqing Customs. In 1945, after the Pacific War ended, he was ordered to take over customs affairs in Taiwan and served successively as the Tainan Customs and Taipei Customs Taxation Department. In 1952, he accepted the UN bonus and went to the United States and Canada to inspect customs administration and free trade zone operations. In 1960, he was promoted to the General Taxation Department of the Republic of China Customs, concurrently serving as a consultant to the Overseas Chinese Affairs Committee of the Executive Yuan, convener of the Processing Group of the Foreign Exchange Trade Committee, and a member of the Tourism Business Group of the Ministry of Transport. In 1963, the Ministry of Foreign Affairs was transferred as an advisor to the Permanent Mission to the United Nations. In 1967, the Ministry of Communications was appointed as the general manager of the Republic of China Aviation Industry Development Center co-organized with the United Nations, and concurrently served as the executive secretary of the container transportation promotion team of the Ministry of Communications. Zhang Shenfu was the director general of the Four Sports Association of the Republic of China and the Badminton Association. In 1959, he organized the United Nations Technical Cooperation Association of the Republic of China and was elected as the chairman of the board.
